The technical specification will either refer to an existing standard, commonly used in a sector (for example: LV 312-3 in Germany for automotive) or be specific to the car manufacturer.
In France for example, the car makers don’t express their requirements according to the LV 312-3 standard.
Consequently, a component supplier used to sell to the German automotive market but not to the French one will not be able to assess the performance of its product unless it qualifies it against the French OEM specification.
